Portable Shades for Street Vendors
An Initiative of Shelter Action Foundation
In recent years Kerala has been suffering from heatwave attacks during the summer. This extreme heat is a direct effect of global warming and the alarming situation of climate change across the world. Like any other disaster, the primary victims of heat waves are the labouring mass, homeless people or destitutes, pedestrians and street vendors, and the poor who cannot afford air cooling systems or proper summer diet.
The State Disaster Management Authority (SDMA) declared heat wave, sun stroke and sunburn as “State Specific Disasters” on March 6, 2019 (GO (Ms) No. 9/2019/DMD) and came up with the first ever Heat Action Plan (HAP) in 2020; a comprehensive strategy to prepare for extreme heat with focus on protecting vulnerable communities. These measures were taken in the context of officially recorded death in Kerala caused by heat waves in 2016. Later, during the summer of 2019, 1671 heat related illness were reported. During last summer (2024) two deaths were also confirmed as being caused by heatwaves.
Though the SDMA has provided proper guidelines for people to follow during the summer, labourers and street vendors, especially outdoor lottery sellers, are often unable to comply with these directions for various reasons. This is mainly because they cannot survive a day without sufficient sales, which depend on the hours they spend on the street. Street vendors and lottery sellers are forced to continue working despite warnings, facing the threat of extreme heat. It has been noted that weather alerts are often ignored by labourers, such as fishermen and the poor, due to their need for survival and daily wage earnings.
However, awareness about the risks of sunstroke and other health issues must be properly disseminated among the primary victims. It is in such an alarming context, that the Shelter Action Foundation is launching a campaign called ‘Summer Drops’ aimed at educating primary victims and ensuring they have minimum working hours in the summer. To achieve these goals, we will provide portable shades and other health protection measures, including ORS water, in selected areas of Kerala with the support of the public and like-minded organizations. We request everyone to join the campaign to protect the most vulnerable in our state from deadly heat!

ഈ അടുത്ത കാലത്താണ് കേരളത്തിലെ വേനൽക്കാലങ്ങൾ ഉഷ്‌ണതരംഗം എന്ന പ്രതിഭാസത്തെ അഭിമുഖീകരിക്കാൻ തുടങ്ങിയത്. ആഗോള താപനത്തിന്റെയും തൽഫലമായ ആഗോള കാലാവസ്ഥാവ്യതിയാനത്തിന്റെയും നേർഫലമാണ് നാമിന്ന് അഭിമുഖീകരിക്കുന്ന ഉഷ്‌ണതരംഗ പ്രതിഭാസം. മറ്റേതു പ്രകൃതിദുരന്തങ്ങളെയും പോലെ തന്നെ ഉഷ്‌ണതരംഗ പ്രതിഭാസത്തിന്റെയും ആദ്യ ഇരകൾ സമൂഹത്തിലെ പാർശ്വവല്കൃതരാണ്‌. കൂലിത്തൊഴിലാളികളും ഭവനരഹിതരായ അഗതികളും, തെരുവുകച്ചവടക്കാരും , കാൽനടയാത്രികരും, പാവപ്പെട്ടവരും എയർ കൂളിംഗ് സംവിധാനങ്ങൾ ഏർപ്പെടുത്താൻ കഴിയാത്തവരും ചൂടുകാലത്തിനനുസൃതമായി ഭക്ഷണ ക്രമീകരണങ്ങൾ നടത്താൻ നിര്വാഹമില്ലാത്തവരുമൊക്കെ ഇതിൽ പെടുന്നു.
ഉഷ്‌ണതരംഗം, സൂര്യാഘാതം, സൂര്യതാപം, മുതലായ പ്രതിഭാസങ്ങളെ സംസ്ഥാനം നേരിടുന്ന പ്രത്യേക ദുരന്തങ്ങളായി ദുരന്ത നിവാരണ അതോറിറ്റി 2019-ൽ പ്രഖ്യാപിച്ചിട്ടുള്ളതാണ്. അതോടൊപ്പം തന്നെ 2020-ൽ കേരളത്തിൽ ആദ്യമായി ഒരു ഹീറ്റ് ആക്ഷൻ പ്ലാനും പുറപ്പെടുവിച്ചിട്ടുണ്ട് . ഇത് ഉഷ്‌ണതരംഗ പ്രതിഭാസത്തെ നേരിടാനുള്ള സമഗ്രമായ തന്ത്രങ്ങളെ പരിചയപ്പെടുത്തുന്നതോടൊപ്പം പ്രത്യേകമായി ദുർബല ജന വിഭാഗങ്ങളെ ലക്‌ഷ്യം വക്കുകയും ചെയ്യുന്നതാണ്. ഈ നടപടികൾ ഉണ്ടായതിനു കാരണം 2016-ഇൽ കേരളത്തിൽ ഉഷ്‌ണതരംഗ പ്രതിഭാസം ആദ്യമായി റിപോർട്ട് ചെയ്യപ്പെടുകയും ഒരാൾ മരണമടയുന്ന സാഹചര്യം ഉണ്ടാകുകയും ചെയ്തതാണ്. 2019-ലെ വേനൽക്കാലത്തു ഉഷ്‌ണതരംഗ പ്രതിഭാസവുമായി ബന്ധപ്പെട്ടു 1671 ആരോഗ്യ പ്രശനങ്ങളാണ് റിപ്പോർട്ടു ചെയ്യപ്പെട്ടത്. 2024-ൽ ഉഷ്‌ണതരംഗത്തെ തുടർന്ന് രണ്ടു മരണങ്ങളും റിപ്പോർട്ടുചെയ്യപ്പെട്ടു.
ഉഷ്‌ണതരംഗ കാലത്തു ജനങ്ങൾ പിന്തുടരേണ്ട മാർഗനിർദേശങ്ങൾ സംസ്ഥാന ദുരന്ത നിവാരണ അതോറിറ്റി പുറപ്പെടുവിച്ചിട്ടുണ്ടെങ്കിലും പലപ്പോഴും അവയെ പിന്തുടരുന്നതിനു വഴിയോരക്കച്ചവടക്കാർക്കും, ലോട്ടറി വില്പനക്കാർക്കുമൊക്കെ പല കാരണങ്ങളാൽ കഴിയാതെ പോകുന്നുണ്ട്. ഇവരുടെ ഒരു ദിവസത്തെ വരുമാനം തെരുവിൽ അവർ ചിലവഴിക്കുന്ന സമയത്തെ ആശ്രയിച്ചിരിക്കുന്നു എന്നതിനാലും, ഈ വരുമാനമില്ലാത്ത ഇവരുടെ ദൈനംദിനാവശ്യങ്ങൾ നിറവേറ്റാൻ സാധിക്കില്ല എന്നതിനാലുമാണ് ഇത് സംഭവിക്കുന്നത്. ഉഷ്‌ണതരംഗ മുന്നറിയിപ്പുകൾ പോലും വകവെക്കാതെ തെരുവിൽ നിലകൊള്ളാൻ നിര്ബന്ധിതരാവുകയാണിവർ. ഇവരെപ്പോലുള്ള ഉഷ്‌ണതരംഗ പ്രതിഭാസത്തിന്റെ പ്രാഥമിക ഇരകൾക്കു സൂര്യാഘാതം, ചൂടുകാലത്തെ മറ്റു ആരോഗ്യപ്രശനങ്ങൾ എന്നിവയെ സംബന്ധിച്ച അവബോധം നൽകുന്നതോടൊപ്പം വേണ്ട മുന്കരുതലുകളോടുകൂടി തങ്ങളുടെ തൊഴിൽരംഗത്തു തുടരുന്നതിനുള്ള അവസരം സൃഷ്ടിക്കേണ്ടതുമുണ്ട്.
ഭയപ്പാടുളവാക്കുന്ന ഈ സാഹചര്യത്തെ നേരിടാനാണ് "വേനൽത്തുള്ളികൾ " എന്ന പേരിൽ ഷെൽട്ടർ ആക്ഷൻ ഫൌണ്ടേഷൻ ഒരു പ്രചാരണ പരിപാടി ആരംഭിച്ചിട്ടുള്ളത്. ലോട്ടറി വില്പനക്കാരുൾപ്പെടെയുള്ള വഴിയോരക്കച്ചവടക്കാരിൽ ഉഷ്‌ണതരംഗ പ്രതിഭാസത്തെപ്പറ്റിയുള്ള അവബോധം വളർത്തുക, മുന്കരുതലുകളോടൊപ്പം തൊഴിലിടങ്ങളിൽ തുടരാനുള്ള അവസരമൊരുക്കുക എന്നിവയാണ് ഞങ്ങൾ ലക്‌ഷ്യം വക്കുന്നത്. ഇതിനായി കേരളത്തിലെ ഏറ്റവും കൂടുതൽ ചൂട് രേഖപ്പെടുത്തിയിട്ടുള്ള സ്ഥലങ്ങൾ കേന്ദ്രീകരിച്ചു വഴിയോരക്കച്ചവടക്കാർക്ക് ആരോഗ്യ പ്രതിരോധ സംവിധാനങ്ങളും താപ പ്രതിരോധ ബീച്ച് കുടകളും വിതരണം ചെയ്യുകചെയ്യുകയും അവബോധ പ്രചാരണം നടത്തുകയുമാണ്. പൊതു ജനങ്ങളുടെയും സമാന സംഘടനകളുടെയും സഹകരണത്തോടെ നടത്തുന്ന ഈ പ്രചാരണത്തിന് എല്ലാവിധ പിന്തുണയുമുണ്ടാകണമെന്നു അഭ്യർത്ഥിക്കട്ടെ. നമ്മുടെ സംസ്ഥാനത്തെ ദുർബല ജനവിഭാഗങ്ങളെ ഈ ചൂടുകാലത്ത് നമുക്ക് ചേർത്തുപിടിക്കാം.

Each house cost Rs 1,20,000. We plan to bring it down to Rs 50,000 with mass production

The insulation materials used protects the house against cold in winter and excess heat in summer.
Prefabricated Structures
Consists of components that can be assembled by the beneficiaries themselves in a day and simple enough to be repaired whenever required.
